The Delhi L-G dismisses Atishi's graft report against the chief secretary.
VK Saxena, the Lieutenant Governor of Delhi, has dismissed a report accusing Chief Secretary Naresh Kumar of involvement in a land compensation scam, calling it “half-baked” and “incorrect.”
He lambasted the report, which was written by Vigilance Minister Atishi and submitted by Delhi Chief Minister Arvind Kejriwal, for allegedly depending on “preconceived assumptions and presumptions.”
According to the study, a business associated with CS Kumar’s son gained illegal gains of over Rs. 850 crore from land acquisition in Delhi’s Bammoli area.

What is the significance of this story?
Kejriwal’s office filed a 670-page report with the L-G, requesting Kumar’s suspension and stating that excessive benefits totaled over Rs. 897 crore in the case.
Furthermore, Atishi stated that Divisional Commissioner Ashwani Kumar was also implicated in the scheme.
The case concerns increased compensation for a Bamnoli land piece purchased by the aforementioned company in 2015 for Rs. 75 lakh and acquired by the National Highways Authority of India (NHAI) in 2018 for the Dwarka Motorway.

A report has been released in order to begin the media trial: Saxena, L-G
L-G Saxena accused the Aam Aadmi Party (AAP) government of releasing the confidential information on purpose to the public.
He said that digital copies of the report were widely available, and that it had been prominently covered in the media.
Saxena criticised Kejriwal and his party for attempting to create “a media trial and politicise this whole issue,” despite the fact that the matter is before the Supreme Court and the Central Bureau of Investigation (CBI).

The case is already being investigated by the CBI.
The L-G stated that the CBI was already investigating the subject, which he allowed based on the chief secretary’s and divisional commissioner’s recommendations.
He stated that the report was biassed, lacking in merit, and so unacceptable.
Saxena also criticised the report for failing to follow basic investigative standards and for failing to comprehend the administrative processes involved in the land acquisition.

Atishi accuses the Delhi Vigilance Department of collusion.
In addition to charging Kumar of involvement in the alleged scam, Atishi’s report alleges a conspiracy within Delhi’s Vigilance Department.
It emphasised alleged “connections and chronology” that raised concerns about collaboration between CS Kumar, now-suspended District Magistrate (South West) Hemant Kumar, and the landowners engaged in the land acquisition.
It further stated that the divisional commissioner’s failure to provide relevant files proved his involvement.
